Short Film Festival | විවෘත කෙටි චිත්‍රපට තරඟාවලිය

World Mental Health Day is officially commemorated every year on October 10th. World Mental Health Day 2018 will focus on ‘Young People and Mental Health in a Changing World’. National Institute of Mental Health has organized a national level inter-school debate competition and an open short film competition in the theme of ‘Young People and Mental Health in a Changing World’ in commemoration of World Mental Health Day.

The short film competition is open for any Sri Lankan artist and young artists and university students are encouraged to participate. Self-prepared applications should be forwarded by the candidates to Director, National Institute of Mental Health, Mulleriyawa New Town, through proper channels, to reach on or before 24th August 2018 by post, fax (011 2578238) or email (info@nimh.health.gov.lk)

A training workshop on mental health related film making is planned in order to educate the candidates on 30th August 2018 in participation of experts in both mental health and film industry. Candidates are given a month’s time to submit the product following the workshop and submission deadline is 30th September 2018.

Each film must be no longer than 10 minutes. Films may be in Sinhalese, Tamil, English or mixed languages. The award-winning films will be screened on or around 10th October, World Mental Health Day, at National Institute of Mental Health. Winners will be awarded cash prices, 1st place Rs. 100,000/=, 2nd place Rs. 75,000/=, 3rd place Rs. 50,000/= and 4th place to 10th place Rs. 30,000/= respectively.

Film festival guidelines

  1. This event is open for any Sri Lankan.
  2. Each film must be based on this year’s theme: ‘Young People and Mental Health in a Changing World’.
  3. Entry is free and is open to all university/other institute students and private candidates.
  4. Each film must be no longer than 10 minutes including opening and/or closing credits.
  5. Only Short Films should be submitted. No documentaries allowed. The entries can be short digital animation films too on the topic.
  6. The films may be shot in MPEG4 or AVI format. The recommended ratios are: 16:9 / 16:9 Full Height Anamorphic – in DV / HDV. Applicants are allowed to use any of the devices including mobile phones and digital camera for shooting and editing.
  7. Films may be in Sinhalese and/or Tamil and/or English or have no dialogue at all.
  8. Ensure that all content in your film (including footage, music, images, props, etc.) is your own. If you include any copyrighted content, you must be able to provide written permission for its use. Entries containing any unauthorized content will be disqualified.
  9. All applicants should attend for the mental health related film production awareness workshop to be held at the National Institute of Mental Health (NIMH) on 30th August 2018.

  11. Short films must be submitted to Director, National Institute of Mental Health, Mulleriyawa New Town in two copies (DVD/Flash drive) on or before 3 PM of 30th September 2018.
  12. First round judgements will be held on 04thand 05th October in Colombo. The judge board may include both mental health and film industry professionals and will be published soon.
  13. The films selected for the final round will be screened at NIMH on 08th and 09th October at NIMH.
  14. Award ceremony will be held on 10th October, at the World Mental Health Day celebration at NIMH.
  15. Awards are as follows;

1st place                                  Rs.100,000

2nd place                                 Rs.75,000

3rd place                                 Rs.50,000

4th place to 10th place            Rs.30,000

Each participant is awarded with an appreciation certificate

  1. The award-winning applicants should grant NIMH the authorization to use the awarded films on NIMH website and other relevant electronic media as mental health promotion material.
  2. NIMH reserve the right to refuse to screen any submission deemed by the festival to be inappropriate such as stigmatizing mental illnesses, based on false information or spreading negative messages regarding mental wellbeing.
  3. Director/NIMH’s decision is final regarding any matter arise within this film festival.

ලෝක මානසික සෞඛ්‍ය දිනය ඔක්තෝබර් මස 10 වන දිනට යෙදී තිබේ. මෙවර එහි තේමාව වන්නේ ‘වෙනස් වෙන ලෝකයේ යෞවනයන් හා මානසික සෞඛ්‍යය’ යන්නයි. මේ වසරේ දී ජාතික මානසික සෞඛ්‍ය විද්‍යායතනය ලෝක මානසික සෞඛ්‍ය දිනය සැමරීම සඳහා ‘වෙනස් වෙන ලෝකයේ යෞවනයන් හා මානසික සෞඛ්‍යය’ යන තේමාව යටතේ පැවැත්වෙන සමස්ත ලංකා අන්තර් පාඨශාලීය විවාද තරඟාවලියක් සහ විවෘත කෙටි චිත්‍රපට තරඟාවලියක් පැවැත්වීමට සැලසුම් කර ඇත.

විවෘත කෙටි චිත්‍රපට තරඟාවලිය ශ්‍රී ලාංකික නිර්මාණ කරුවන් සඳහා විවෘත වන අතර නිර්මාණ ඉදිරිපත් කිරීම සඳහා තරුණ නිර්මාණකරුවන් සහ විශ්වවිද්‍යාල ශිෂ්‍ය කණ්ඩායම් වෙත විශේෂයෙන් ආරාධනා කරනු ලැබේ. කෙටි චිත්‍රපට ඉදිරිපත් කිරීමට අපේක්ෂා කරන අයදුම්කරුවන් තමා විසින්ම සකස් කර ගත් අයදුම්පත් 2018 අගෝස්තු මස 24 දින හෝ ඊට පෙර තැපැල්, ෆැක්ස් (011 2578238) හෝ විද්‍යුත් තැපැල් (info@nimh.health.gov.lk) යන විධිමත් ක්‍රමයක් මගින් අධ්‍යක්ෂ, ජාතික මානසික සෞඛ්‍ය විද්‍යායතනය, මුල්ලේරියාව නව නගරය වෙත යොමු කල යුතුය.

එසේ අයදුම්පත් ඉදිරිපත් කරනු ලබන තරඟකරුවන් වෙනුවෙන් මානසික සෞඛ්‍ය ක්ෂේත්‍රයේ සහ සිනමා ක්ෂේත්‍රයේ ප්‍රවීණයන්ගේ සහභාගීත්වයෙන් මානසික සෞඛ්‍යය හා ඒ ආශ්‍රිත නිර්මාණකරණය පිළිබඳ එක් දින වැඩමුළුවක් 2018 අගෝස්තු මස 30 වන දින පැවැත්වීමට සැලසුම් කර ඇත. වැඩමුළුව පැවැත්වීමෙන් පසුව කෙටි චිත්‍රපට ඉදිරිපත් කිරීම සඳහා නිර්මාණ කරුවන්ට මාසයක කාලයක් හිමි වන අතර නිර්මාණ භාර ගන්නා අවසන් දිනය 2018 සැප්තැම්බර් මස 30 වේ.

කෙටි චිත්‍රපටයක උපරිම කාලය විනාඩි 10 කි. සිංහල, දෙමළ, ඉංග්‍රීසි හෝ මිශ්‍ර භාෂා මාධ්‍ය වලින් නිර්මාණ ඉදිරිපත් කල හැකිය. ජයග්‍රහණය කරනු ලබන නිර්මාණ 2018 ඔක්තෝබර් මස 10 වන දින හෝ ආසන්න දිනයක දී ජාතික මානසික සෞඛ්‍ය විද්‍යායතනයේ දී ප්‍රදර්ශනය කෙරේ. ජයග්‍රාහී තරඟකරුවන් සඳහා පළමු ස්ථානයට රු 100,000 ක් ද, දෙවන ස්ථානයට රු 75,000 ක් ද, තුන් වන ස්ථානයට රු 50,000 ක් ද, සිව් වන ස්ථානයේ සිට 10 වන ස්ථානය දක්වා රු 30,000 ක් ද වශයෙන් මුදල් ත්‍යාග පිරිනමනු ලැබේ.

ஒக்டோபர் 10 ஆம் திகதி உலக உள நல தினம் கொண்டாடப்படுகின்றது. இந்த ஆண்டின் கருப்பொருள் “சவாலான உலகில் இளைஞர்களும் உள நலமும்” என்பதாக அமையு‌ம். இதனை முன்னிட்டு தேசிய மன நல நிலையத்தினால் பாடசாலைகளுக்கிடையிலான தேசிய மட்டத்திலான விவாத போட்டி ஒன்றும் குறுந்திரைப்பட போட்டி ஒன்றும் ஏற்பாடு செய்யப்பட்டுள்ளது.
குறுந்திரைப்பட போட்டியில் இலங்கையிலுள்ள எந்தவொரு கலைஞரோ அல்லது இளம் கலைஞர்களோ அல்லது பல்கலைக்கழக மாணவர்களோ பங்குபற்ற முடியும். இதற்காக சுயமாக தயாரிக்கப்பட்ட விண்ணப்பங்கள் சரியான சேனல்களின் ஊடாக, பணிப்பாளர், மனநல சுகாதார தேசிய நிறுவனம், முல்லெரியா புதிய நகரம் எனும் முகவரிக்கு தபாலில் அல்லது ஃபெக்ஸில் (011 2578238) அல்லது மின்னஞ்சலில்(info@nimh.health.gov.lk) இம்மாதம் 24 ஆம் திகதி அல்லது அதற்கு முன்னர் அனுப்பப்பட வேண்டும்.
இதில் பங்குபற்றுவர்களுக்காக உள நலம் மற்றும் பட தயாரிப்பு தொடர்பான பயிற்சிக்கருத்தரங்கு ஒன்று 2018.08.31 அன்று உள நலம் மற்றும் திரைப்பட துறையில் வல்லுனர்களால் நடாத்த ஏற்பாடு செய்யப்பட்டுள்ளது. பயிற்சிக்கருத்தரங்கினை தொடர்ந்து தாங்களின் ஆக்கத்தினை தயாரிப்பதற்கு ஒரு மாத கால அவகாசம் வழங்கப்படுவதுடன் 2018.09.30 ஆம் திகதி ஆக்கத்தினை வழங்குவதற்கான முடிவுத்திகதி ஆகும்.
ஒவ்வொரு குறுந்திரைப்படமும் 10 நிமிடங்களை விட மேற்படாதவாறு அமைய வேண்டும். சிங்களம், ஆங்கிலம், தமிழ் அல்லது மூன்று மொழிகளிலும் திரைப்படம் அமையலாம். தெரிவு செய்யப்பட்ட திரைப்படம் ஒக்டோபர் 10 ஆம் திகதியான உலக உள நல தினத்தன்று தேசிய மன நல நிலையத்தில் திரையிடப்படும்.
வெற்றி பெற்றவர்களுக்கான முதல் பரிசாக ரூபா 100,000/= உம், இரண்டாம் பரிசாக ரூபா 75,000/= உம் , மூன்றாம் பரிசாக ரூபா 50,000/= உம் நான்கிலிருந்து பத்தாம் பரிசு வரை தலா ரூபா 30,000/= வரை வழங்கப்படும்.
